Biography: A petty tyrant with delusions of godhood. Kestos is physically unimposing, hiding his cowardice behind expensive silks and a wall of Phylakes. He runs Ephyra like a labor camp; his "Work for Food" program forces unfortunate citizens into impossible debt cycles, effectively turning the peasantry into his personal slaves.
While rumors suggested he wanted the Brazen Heart for industry, the truth is simpler and darker: Kestos craves raw power. He seeks to elevate himself from a vassal governor to a player on the global stage.
Current Intel: Though the party disabled his machine, Kestos is spinning the narrative. He claims he almost captured a team of legendary demigods and almost broke a prophecy, proving his competence to the darker powers of the world.
